Activity 1: Vision

The aim of this activity is to further elaborate on the federative network of platforms concept, taking into account the envisaged opportunities and constraints on deploying the concept in the transport and logistics sector.

First, the concept will focus on B2A (A2B) electronic exchange and most particularly on the interrelation with relevant public administration tasks such as:

In that respect, three consideratins will be made:

In the first instance, the alignment of national planned or in force initiatives of the beneficiaries towards digitalisation in the transport sector at public administration level (covering maritime, air, road, rail an inland waterway) will be examined and compared to the recommendations of the DTLF.

In the second instance, considerations will be made with regard to B2B electronic data exchange/sharing, including on the facilitator role of Member States. Patterns of associated platforms will be identified and investigated in terms of B2B interaction namely on commercial activities and logistics services. Based on the roles, access and processes to be supported, Activity 1 will analyse the need and form for appropriate governance structures for the platforms and the standardised services. This will provide input for data governance and data requirements aspects of sub-activity 2.1 (Design Principles) and subject to validation in sub-activity 2.3 (Validation).

Finally, this Activity will determine the core operating framework in which the federative platform concept will be developed. . Thus the Activity will provide the high-level outline of the requirements for the Master Plan, in particular the scope of the four design principles as defined in sub-activity 2.1 (Design Principles): plug & play, technology independent services, security and governance.
